Houston. El Paso. and Detroit and permit more expeditious processing upon arrival at our international air gateways. Legislation is presently pending before both my subcommittee and the Senate Judiciary Committee which would waive visas for certain lowrisk countries. thereby eliminating controls on nonimmigrants now exercised by U.S. consuls. One version of this legislation recently passed the other body and may shortly be the subject of conference committee deliberations. Such legislation would impact heavily on the immigration inspection activity since inspectors would be required to exercise greater precautions and conduct lengthier examinations to compensate for the elimination of the screening now done by the consuls. Without additional inspectors. the visa waiver legislation. which supporters claim would dramatically help our tourist industry and balance of payments. would clearly be impra~ical. counterproductive. and even dangerous. If we are serious about facilitating foreign travel to this country we must take steps today to provide for orderly. efficient. and thorough screening of all arrivals by appropriating funds for these desperately needed additional inspectors. I urge adoption of this amendment.
