The gentleman is from Texas. and I wish he would verify something that I have understood. that it is commonly understood that the rate of apprehensions at the border. whether it be Texas or Arizona or California. is the best yardstick we have of the flow of illegal entrants into the United States. The gentleman mentioned what happened in the Cuban program when border patrol agents were taken away from the Southwest and sent to Florida and Indiantown Gap. and other places. The apprehension rate of May 1980 was 14.900 compared to May 1979 of 27.900. which is just a fact. Once we put our border patrol back on the border. we can assume apprehensions will increase.
