Mr. President. this is a subject that I have had more than a passing interest in for some time. the whole question of immigration. refugee policy of the United States. illegal aliens. all of which can I think very charitably be described as in something of a horrible mess. The question of whether or not illegal aliens in this country should be counted when we reapportion Congress. the House of Representatives and all of the other State legislatures and other government bodies that function on the basis of population seems to me to be one that we could agree upon. I recognize there is a constitutional question involved. I have introduced legislation that would do essentially what the distinguished Senator from Pennsylvania is seeking to do here. that is. not interfere with the count of the illegal aliens. Certainly it would be very helpful to have some idea how many are in this country. We have estimates all the way from 4 million to 12 million.
