Allowing the families to work to "earn" their support would make them less dependent on the "good will" of the Embassy and the staff and would boost their selfesteem and prepare them for their eventual release. These action-. on the part of the Embassy. would do no more than see to it that the Vashchenkos and Chmykhalovs are treated respectably and judiciouslynot like unwanted intruders. The religious persecution which the families have faced throughout their lives is not unusual. The endurance. faith. and perseverance they have displayed. and the circumstances surrounding their many attempts to emigrate makes this a unique situation. It is a unique situation in need of a unique solution. I urge my colleagues to support the Vashchenkos and Chmykhalovs by supporting this legislation.
