I thank my colleagues. This is a very. very serious problem for not only the border States. but the entire United States. because once across the border the undocumented workers and the illegal aliens go all over the country. of course. But. what we were attempting to do in that legislation was to make the problem manageable. not to stop the flow. but make it legal. orderly. contain the protection of the law. issue guest workers permits and that sort of business. It would dramatically improve relations between Mexico and the United States. but we have been unable to get hearings on that.
