Mr. President. 100.000 Cuban refugees have been brought to these shores by Federal policy in the span of several weeks. The popular press and governmental study missions alike conclude that the impact of this massive. rapid immigration will strain many communities to the breaking point. Especially at risk are the school budgets of those host communities in New Jersey and throughout the Nation whose tolerance for new populations. most not speaking English. is exceedingly low without the Federal assistance to alleviate the local impact caused by Federal policy. In order to provide such help. I am introducing with Senator RICHARD SCHWEIKER. of Pennsylvania an amendment which would authorize funds to local communities receiving more than 20 Cuban refugees in a school year. Payments would follow the already established formula of Public Law 81274. the act authorizing payments for federally impacted areas by adding a new section 4. The full budget and appropriation rocesses would apply to this authorizaion. This amendment. Mr. President. merey restores the authority in legislation o respond to the Nations policy of eceiving new refugees. I urge my colleagues to support this reasoned. modest. and essential measure.
