Mr. Chairman. the decision by the administration this morning to extend the parole of both Cubans and Haitians here now for a 6month Period pending special legislation as to their status appears to make the best out of a bad situation. It would have been harmful stretching of the language of the Refugee Act of 1980 to make an administrative determination that the Cubans and Haitians on our shore are refugees. While processing applicants for asylum will continue. it has proven to be a lengthy and cumbersome process and most agree not generally applicable. A basic reason for a change in classification is that applicants for asylum are not entitled by law to benefits.
