ED 1430 The funds are needed to fill the gap between what is and what is not now covered by the law. I strongly urge that the amendment be adopted. But I might say here. Mr. Chairman. that for the 22 years I have been sitting on the Committee on Appropriations. Florida has come in under another Cuban refugee program. They have gotten over $1 billion 300 million. Now. I am for this. and I may be for it again next year. but I am serving warning right now on the Florida delegation that they should not milk the taxpayers and make this a permanent program. because those Cubans who went to Florida some 20 years ago are solid citizens.
