I do not quarrel with what the gentleman from Illinois says. In fact I hope I have not been misunderstood when I am critical of the MacGregor amendment. I was not saying I stand for unrestricted immigration amnesty or anything like that. Those are entirely different subject matters. What I say is. as a matter of basic national policy. we have failed to evolve one so that this sorry. cynical. cruel and inhuman ploy by Fidel Castro tends to succeed in the world of opinion where it should be falling on its face. One thing for sure. we do not see Americans. or any other Latin Americans. fleeing their countries to go to Cuba to seek asylum. We do not take advantage of that? Also. some of us react hesitantly. if not negatively. when we find that some of the Cubans are black and the Haitians are black.
