Mr. Chairman. if the gentleman would yield further to me. does the gentleman mention schools and cities and expenses relative to an influx of aliens. how they got there. or whatever prompted them to leave to get here? I would think that would cover my situation on the Mexican border where there is a tremendous influx of aliens. legal. and illegal. E] 1350 I was wondering if we could not give the President some direction here as legislative history. if it would be compatible with the basic law. that the President could utilize this on the Mexican border should he see fit to do so. and if otherwise this qualifies under whatever history there is to the Refugee Act.
