I say to the gentleman. we are faced with the real problem that the people are here. They are not being detained. They have been processed and released. 70.000 of them. 30.000 Haitians. for example. are in this country under a Federal court order which says they cannot be deported. So I cannot answer the question that the gentleman asks. I do not think anybody can. except that the criteria for the expenditure of these funds is that to those people who have been released. we would expect and intend that the funds under this amendment would be used in a manner similar to those benefits which would go to those beneficiaries who have been released. who are now in our communities around the United States in a manner similar to that which is made available under the Refugee Act of 1980.
