There does come a time when we must regretfully say "no" to those who seek our haven and refuge. That is certainly not an easy reality to face. but we must do sofor our children and grandchildrenas well as for ourselves. We cannot take in all who yearn to immigratewe must remain selective. I intend to continually bear in mind that the most important brand of "fairness" for which the Select Commission is responsible is "fairness" to the present American citizensin all of their uniqueness and diversity. We must remain concerned about the total numbers and characteristics of immigrants. We must be especially concerned about the willingness of immigrants to assimilate our most cherished valuesfreedom. democracy. selfreliance. honesty. justice. and consideration of othersand their ability to adopt our language. These positive aspects of our culture are tightly tied to how it feels to be in America. It also relates to our economic prosperity and our political stabilitywithout which we will not long be in a position to "help" anyonewhether inside or outside of America.
