As I say. let us keep in mind the context of what kind of nation we are. essentially a nation of.boat people. and let us in our legislation as Senators. as the senior Senator from Maryland has suggested. work out not just ad hoc solu tions year by year and month by mont but let us work out a genuine policy t extend far into the future as to wha our policy should be about immigration about refugees. and about our hospital ity to the rest of the world.
