Mr. President. the Senator from Missouri has indicated some of the difficulties in dealing with the refugee problems throughout the world. He has told of the heartrending scenes of refugees in refugee camps. We all know they exist. In fact. we have seen them on television and some have been there in person. But we do not have to go to Cambodia to see poverty. suffering. illness. hunger. and illclothed people. We can see it within 15 blocks of this Capitol and within a few miles of the homes of any of us. We cannot just say that because there exists in the world unfortunate circumstances for some people that the United States and the taxpayers of this country can assume the burden of relieving all of that suffering.
