We further believed that by our presI ence we could help shore up the Government in Thailand. Approximately a year ago. Mr. Presii dent. a year ago this past spring. when r the first wave of refugees came over the border from Cambodia into Thailand. I the Thais pushed them back and said. "We cannot handle these people in our country." and they pushed them back across the border to Cambodia. some 40.000 of them. and most of them were killed. So we in the United States used our power of persuasion. our moral power. with the Government of Thailand and with the other countries of Southeast Asia.
