Certain Members of the Senate are. I know Senator MATHIAS and Senator SIMPSON are from our side of the aisle. The point of that Commission. as I understand it. is to make a thoughtful analysis as to what our refugee policy should be on the basis of deliberation and on the basis of analysis and to present a comprehensive proposal that makes sense. We are asked in this amendment to jump the gun. We are asked to preempt the work of that Commission and to begin making decisions not on the basis of any careful analysis. but simply on the basis of a reaction to the influx of refugees from Cuba. Mr. President. it is not surprising that at a time of economic difficulty we would want to find some readily available cause of that difficulty and place the blame for all of our troubles on that cause.
