These and other increases in operating costs will be met in part. by the savings from a reduction in positions. Mr. President. the Immigration and Naturalization Service (INS) received particular scrutiny by the committee because of its difficult and demanding responsibilities in view of recent world events. Although in recent years the Judiciary Committee has given INS additional resources. it is still unable to effectively meet its responsibilities and carry out its duties. The Carter administration has not submitted a replacement for the position of Commissioner vacated by Mr.
