President. the Judiciary Committee has worked long and hard on all aspects of this bill and the finished product is one the committee supports unanimously. I am pleased to enter some remarks here regarding the INS. Mr. President. because. though there is a great concern and unrest in this country regarding the refugee problem. the problem is not that of the INS. Indeed. it has served its purpose well and. if anything. the administration has failed to give it the necessary support to continue this vital work. I am certain that the Senate as a whole can support this bill as presented today and I urge my colleagues to do so.
