Mr. President. let me begin by saying that. in this Nation of plenty. it is an embarrassment that 50 million Americans have inadequate health insurance coverage and an estimated 20 million have no health insurance at all and do not qualify for medicaid. Moreover. a growing number of undocumented aliens and refugees. most of whom are located in urban areas. are also without health insurance. These under- and uninsured persons place an enormous burden on hospitals. to the point of threatening their fiscal viability. Immediate passage and implementation of S. 1720. "The Health Care For All Americans Act" would be the most comprehensive solution to the crisis facing these hospitals.
