Certainly the leaders in the black community. such as the Reverend Jesse Jackson of my State. has strongly expressed himself that when this Nation opens its heart and arms to people from another country. it should not allow that country to dump its undesirables on us. The traditional policy of this country does not apply to such undesirables. We have a duty to our citizens and all those who do immigrate lawfully to this countryto contribute to this societywe have an absolute obligation to do everything to prevent such undesirables from coming to our shores. That is not embraced in this amendment. I concur completely with it and know of no objection to it on this side.
