Senate Concurrent Resolution 98. expressing the sense of the Congress that such a decision be made. it is only fair to point out that there are other more limited courses of action available such as that confined in section (a) of this amendment and that there are other means of meeting the Federal responsibility for these people. Unfortunately. Mr. President. what we have right now is the worst of both worldsno decision and no plan. While the President has refused to designate the Cubans as refugees within the meaning of the Refugee Act. he has also refused to designate them as anything else. though they began arriving more than 2 months ago. which leaves them in a legal limbo and leaves State and local governments holding the financial bag.
