Furthermore. the absence to date of an agreement with the Government of Pakistan for assistance to that threatened country which is also the host to approximately 750.000 Afghan refugees is a matter of considerable concern to the committee. Our report to S. 2714 addressed that issue specifically: The Committee continues to believe that it Is in the United States national interest to help Pakistan meet the new threat to its independence and national integrity resulting from the Soviet invasion of Pakistan (Afghanistan). It regrets that negotiations earlier this year failed to produce a mutually agreed upon package of military and economic assistance.
