It would promote increased tourism to this country. creating employment in the travel industry. without compromising essential security. It would improve our balanceofpayments posture. This proposal would apply only to countries which do not require visas of American business and tourist visitors. It contains objective. quantitative criteria based on a countrys proven performance to determine to which nations it would apply. It would apply only to shortterm visitors. All other types of nonimmigrantsthat is.. students. diplomats. and the likewould continue to be issued visas by our embassies abroad. It would eliminate only one step of the present process. Final screening of visitors still would be performed by the Immigration and Naturalization Service inspectors at the port of entry. In other words. anyone coming to this country as a tourist still would be subject to the scrutiny of our Immigration and Naturalization Service inspectors. as they are today. Thus. the amendment in no way compromises the security interests of the United States. The amendment would give analogous treatment to those who qualify under its terms as we presently are providing the citizens of Canada.
