Q. Mr. Secretary. one of the reasons that the Europeans feel that it is necessary for them to go forward with their own initiative is the fact that the Palestinians object to language in 242 which refers to them only as "refugees" and does not give them any political rights of their own. As a result. the Europeans at Venice are expected to issue a statement calling for selfdetermination for the Palestinians. Is it conceivable to you that the United States could endorse an amendment or any kind of addition to 242 which would change the status of the Palestinians from "refugees" and thereby provide an avenue. perhaps. for them to join the peace talks? A. I think to do that would have the effect of diverting us from the road we have been traveling to another road.
