Alla and Emanuel Smeliansky have waited for a decade10 yearsto leave the Soviet Union. They have been refused permission to emigrate longer than almost any others on record. No matter that detente has come and gone. that the Helsinki accords have been signed and broken. that last years record emigration is an episode of the past: these have not affected the Smelianskys plight.
