And the issue before us is just one small piece of the kind of resolve that we must in fact demonstrate to ourselves and to mankind. If the Senator would yield just one more moment. the Senator recognizes far more than I. because of his vast experience in this body and elsewhere. that the United States is still recognized as the haven of freedom. Where does every political refugee in the world want to come when they find that they can no longer tolerate the oppression of their Own homeland? It has always been that way and it still is. For hundreds of years. that fact of life in the world has not changed.
