With the evermounting problems created by the flow of refugees into this country. and the passionate desire of many others to come to our shores. what work could have been more important? What seems to me so puzzling about the Popes decree is that it results in a kind of discrimination in favor of the churchs high officials and against the rank and file of the priesthood. By virtue of his office. the Pope exerts enormous influence in the world of secular politics. so do some cardinals and. to a lesser extent. bishops.
