Operations may become more destructive as terrorists try to keep public attention. and countermeasures may provide less deterrence as terrorists learn bow to cineumvent them. Steps against international terrorism have been taken at many levels. In the United States special committees have been set up to oversee antiterrorist policy. Immigration and customs procedures have been tightened. and airport security has been strengthened. The federal government has provided more protection for American diplomats and businessmen abroad. Under present law. the President may take action against countries that harbor terrorists by suspending civil air transport links with them. cutting off their military and economic aid. controlling U.S. exports to them. and denying their exports dutyfree entry into this country.
