Program. and the political program thats currently in operation. Our onsite staff. when they were faced with dealing with the first boat a week ago Monday. I believe. the first 54 or 55 individuals that came in. understood that those individuals were to be counted against the 3.500 refugees. That may have been in error. but they did accept them along with the simultaneous political prisoners. That is the source of the beginning of this confusion. Now we did not become aware of that here In Washington until 2 days later. on Wednesday. Since that time. we have tried to get this legal clarification straight.
