Mr. Secretary. isnt It true. though. that in the case of the Haitians they are treated on a casebycase basis. and there is a distinction. Presently. according to some of the opinions that have been handed downand this is the opinion in the State Department that Haitians. in most instances. have been looked upon not as refugees in the terms in which we understand them and define them. but as those who have need because of economic reasons rather than political reasons. Isnt that the case right now?
