That is tc say. asylum process is necessarily a casebycase process which applies to undocumented aliens who are in this country. Obviously. this Act was not drafted to deal with a problem of this magnitude. We have been thrown a curve in terms of the mass of people arriving here in undocumented status. And it may well be. as I suggested in testimony. that the Congress may want to act on this in some special way.
