No one wants any action of this House to be interpreted that we. the Congress. have any thought of slamming the doors in the faces of any legitimate groups who have reached our shores. who want freedom. They will be good Americans in the long run. This is consistent with the great traditions of our country. For the sake of the RECORD and with emphasis on the great diplomatic defeat this constitutes for the Castro government. I would like the RECORD to show that basically this entire refugee flow has constituted a vote for the United States and a vote against Castro in the eyes of the world.
