I thank the gentleman for yielding. I want to commend the gentleman on his amendment. It seems to me particularly. now. with respect to the Cuban refugees. that Central and South American countries are particularly well suited for receiving these Cuban refugees who are in general Spanish speaking. I was rather appalled on a recent evening when I was visiting with an ambassador of one of the large South American countries to find out that he had not even been spoken to. that he had no communication with our executive branch of Government with regard to the resettlement of Cuban refugees in his country. He had no communication about it at all. I think this amendment would at least induce the administration to communicate with the representatives of other countries which can in turn receive refugees from Cuba and elsewhere.
