At that time we urged the President to do all in his power to organize an immediate. orderly. and legal evacuation of Cubans who want to leave their homeland. Thereafter. the President did undertake some positive steps. Unfortunately. those came about much too late in the effort to try to provide some orderly basis for this influx. I would hope that the Congress. benefiting from the problems arising out of this exodus and benefiting from the Indochinese refugee experience. will come up with an orderly program that will help deal with these problems in the future. Once again I commend the gentleman for focusing attention on the need for legislative definition.
