I thank the distinguished majority leader. and he is precisely right. The dilemma in which we find ourselves now is that there are a large number of socalled undesirablesCastro calls them "scum." On the other hand. I would like to point out that in one of our oversight hearings of the House Judiciary Committee. the Subcommittee on Immigration. one of the former inmates of the prison in Cuba said that 4.000 of the total 5.000 population were released. and they were herded onto buses and they were taken to the port and loaded on boats and brought over here. These are persons who were in jail not for political crimes or for doing nothing. failing to salute or something like that. These are persons who have been incarcerated for criminal activity. including robbery and burglary and other crimes of that nature.
