I think that if we are going to develop a policy and try to find other places of asylum and refuge for these people in repressed countries. it must be done on some kind of international basis whereby the acceptance of these refugees is shared by other friendly countries of the world. and we do not just assume the sole responsibility and act unilaterally. I am happy to yield to the gentleman from Texas. the majority leader. Mr. WRIGHT. who expressed a strong protest to the director of the National Security Council.
