States. and of all Americans will be jeopardized. Americans can be proud of our tradition. our historical sense of decency. and fair play. In that spirit and tradition we should welcome oppressed Cubans. such as those at Fort Indiantown Gap. to the United States. We should extend to them our help and understanding. I am confident they will repay us manyfold by becoming model American citizens just like our immigrant forefathers. But we will help neither the refugees nor ourselves if we do not thoroughly plan for resettlement. through both a balanced immigration policy and a careful reliance on both our decency and commonsense to do so.*
