Mr. President. yesterday. while in my home State of Pennsylvania. I visited one of this countrys refugee processing centers. In the Harrisburg area. this Army base is known as Fort Indiantown Gap. But for some 15.000 who are making their temporary home there. It is something more than a row of barracks. it is "Freedom City." The primary purpose of my inspection was to assess the measures being taken by the Federal Emergency Management Administration (FEMA) and numerous other agencies to screen and resettle those Cuban refugees who had come to Fort Indlantown Gap. and. in a larger sense. to assess overall U.S. refugee and resettlement policies. I would like to report my finding to the Senate. but before doing so. I would like to share some of my impressions of the people for whom these policies are being implemented. My strong overall reaction to the people. the Cuban refugees who I met and talked with. is that the residents of "Freedom City" intend to be and will be very productive. hardworking members of our society. They seem to want to make the most of the opportunities they now have in this country. They are grateful for their newfound freedom. and eager to prove themselves worthy of what many of us take for grantedAmerican citizenship.
