Mr. President. the massive influx of Cuban citizens has dramatically illustrated the need for comprehensive reform of U.S. immigration law. The United States has been extremely generous in its immigration policy but it should be evident to all that our generosity is being abused and manipulated. My distinguished colleague from Kentucky. Senator HUDDLESTON. has devoted a great deal of time and effort to the issue of immigration reform. Because of his recognized expertise in this area. his recommendations deserve widespread attention. On Sunday. May 11. 1980. the Miami Herald printed an article by Senator HUDDLESTON as its lead story on the oped section. I commend my colleague from Kentucky for this excellent article entitled "U.S. Immigration Policy: Out of Control" and ask unanimous consent that it be printed in the REcoRD.
