President. since I have been around here. enforcement of the laws that we have to have has not been as effective as it could have been or certainly not as it should have been. I am not trying to lay blame or anything of that kind. but I do see a problem here and think we must try to help lay the groundwork for some additional sound legislation in this field. I have great confidence in the knowledge and the ability of the Senator from Kentucky. who has prepared and is circulating the resolution here. a Senate concurrent resolution. as a first step and the beginning of a more sensible immigration policy. Mr. President.
