Clearly. the arrest of Igor Guberman was the product of a contrived set of circumstances to justify removing this outspoken dissident from the domestic scene.: As has been pointed out time and time again. the Soviets tend to use the dissident movement to their own political benefit. When the slightest liberation of its emigration policies or civil liberties will gain something substantive in return from the United States. they tend to widen the parameters of acceptance behavior and activity. When there is no discernable benefit to the State. or when the relations between the Soviet Union and the West are especially tense. the Soviet Government feels free to deal with the internal dissension with an iron hand. After all. they justify.
