Session #96 · 1979–81

Speech #960233750

Mr. Speaker. what this country needs. now. is a sound. sensible. understandable. and enforceable immigration policy. In recent months the starving and pathetic boat peoule of Vietnam have swarmed to these shores. In recent weeks we have begun to experience a new flood of boat people as the newest waves of people fleeing the empty promises of Marxism wade ashore from boats that have fled Cuba. The great and generous hearts of freedom loving Americans are now beginning to ask: How long can this continue? How many more? While the Vietnamese. the Cubans. and the Haitians are getting the headlines. there is a constant stream of illegal. undocumented men. women. and children. pouring across the border to the South. The Immigration and Naturalization Service seems powerless to do anything to stem the tide. What is our policv? How many people can be accommodated and over what period of time? I call on this administration to work with the Congress and develop a policy that will provide new and enforceable guidelines for the Immigration and Naturalization Service. We in the United States are humanitarians. We are also a nation of laws.
