President. I now wish to address the consequences of the proposed first concurrent resolution on the budget for fiscal year 1981. If the Budget Committee recommendations are accepted. they could well have a severe. negative impact on broadly supported economic and security assistance programs in the Middle East. as well as worldwide refugee assistance programs. For fiscal year 1981. the Budget Committee recommends an outlay ceiling of $9.5 billion. a reduction of some $600 million from the Presidents original fiscal year 1981 outlay request for function 150. I am informed that when CBO reestimates are accepted. this $600 million "outlay gap" could grow to nearly. $1.2 billion.
