I think we ought to have a little more confidence in our own States than to believe that we cannot leave the decision in their hands and have a program conducted responsibly. Now. if the gentleman from Idaho believes that his State does not want to be forced to conduct outreach. so be it. The Foley substitute would not require that. But if there is some limited Outreach the State of Idaho wants to conduct among native Americans. among migrant workers. or among the blind or elderly. they could have a limited program of Outreach. with some cost sharing for that kind of program. That is the kind of decision that protects States rights. From that standpoint.
