I am talking about a broader program which we must give our attention to. For the time being I will stay away from figures. as such. However. The purpose of immigration laws is to insure order and validity to the admission of aliens who seek refuge in the United States. The Cuban situation is out of control. Hundreds of unseaworthy craft are navigating the waters between Cuba and the United States to carry desperate people at great risks.
