I rise today to speak out for a courageous woman. Ida Nudel. a Soviet refusenik. who has had very little opportunity to speak for herself. My colleagues and I have frequently made statements on the floor of this House on her behalf. On November 13. 1979. the Congress unanimously passed a resolution. of which I was the author. urging the Soviet Union to issue a visa to Ida Nudel. to permit her emigrate to Israel. Despite this. she remains today in exile in Siberia. As long as this situation prevails. we have an obligation to continue to speak out on her behalf.
