I am pleased to be able to speak out once more in behalf of Soviet Jewry and take part in this years vigil. "The Spirit of Helsinki." a project organized by my distinguished colleague. Representative MAGUIRE. It is indeed unfortunate that the Soviet Unions consistent disregard for the commitments it made at Helsinki has compelled usfor the fourth consecutive yearto conduct yet another vigil to call attention to the plight of Soviet Jews who have been denied the right to emigrate. In August of 1975. 35 nations. including the Soviet Union. signed the Helsinki Final Act and pledged to facilitate the reunification of families separated by political boundaries. Moreover. the signatory states agreed to respect the basic human rights and fundamental freedoms of their citizens.
