I am submitting for the RECORD the results of the consultations completed this past week on U.S. refugee programs for the remainder of fiscal year 1980. This material is submitted in compliance with the provisions of section 207 of Public Law 96212. "The Refugee Act of 1980." which requires that the Presidents representatives consult with the members of the Committee on the Judiciary on the admission of refugees to the United States beyond the "normal flow" ceiling of 50.000. In fulfillment of its statutory obligations. the Judiciary Committee conducted a public hearing on April 17. where it received the "Report to Congress on Proposed Refugee Admissions and Allocations for Fiscal Year 1980." as submitted by Secretary of State Cyrus Vance on behalf of the President.
