I rise in opposition to the conference committee report. Mr. Speaker. not more than 6 weeks ago this House reduced the authorization for international development banks by some $1.3 billion. I supported the largest of the reducing amendments before supporting the final authorization. The bill went to conference and has come back with all of our budget cutting efforts missing. The conference simply ignored the House position. not only on the spending authorized. but also on amendments the House adopted on Taiwan. Cuba. and refugee problems. Mr. Speaker. it is always serious when the position of one House is completely ignored by a conference.
