I do not propose to go as far as the House amendments. but I do think it is practical at this point that we deliver a classic message to the Senate. that the House is going to hold its own in conferences. That is the issue. as much as the specific dollars before us. I would also like to point out that in the amendment involving refugees. the House had a specific provision requiring the President to take steps to get supporting funds from other countries. We wind up with toothless language. The same thing in the Taiwan Act. the House specifically said that if Taiwan is excluded from membership in the Asian Development Bank. we stop our contribution.
